政治家は不人気な政策を実行しなければならないときもある。しかし不人気な政策というのは入念に準備し、大衆を納得させた上で実行されねばならない。庶民の知性をバカにしてはいけない。不人気な政策の被害を最も受けるのはたいていの場合庶民なのだから、なぜそうしなければいけないのか、庶民にはその理由を知る権利がある。だからあらゆる政策の実行は説得力にかかっている。厳しい真実をむやみに明らかにするのは愚鈍だが、危機というのは政治的、経済的、そして心理的に準備した上で開示されねばならない。プロパガンダの役割はここにある。国民を啓蒙し、政策実行の下慣らしをするのだ。目的を見失うことなく、あらゆるプロセスにおいてサポートする。いわば会話にBGMを提供するようなものである。そうすると、不人気な政策もやがて人気を得るようになり、国民の断固とした支持のもと、政府は難しい決定を実行に移せるようになる。プロパガンダに優れた政府は、大衆の支持を失うことなく、必要な政策を実行できるのだ。

誰の言葉だと思いますか？実はこれ、ナチスドイツの宣伝相ヨーゼフ・ゲッベルスの言葉です。

ゲッベルスというと、「嘘は１００回つけば真実になる」とか「嘘をつくなら大きな嘘をつけ」などという、いかにも悪の化身じみた言葉を残していると信じられています。しかしそれはデマ。プロパガンダ研究家のランドール・バイトワーク氏によれば、こうした言葉はいずれも出典不明で信ぴょう性はないということです。（→False Nazi Quotations）
